We are a local family-owned and operated business based in Northeastern North Carolina and will do more than just repair your property when disaster strikes. We’re absolutely committed to providing our community the highest level of quality service to ensure the health, safety, and effectiveness of all our work. To this end, we continually educate our employees on all aspects of restoration including cleaning, water damage, and fire damage. We congratulate our team for obtaining 3 IICRC professional certifications!  Through our professional training programs, all employees are educated to the standard of care as set forth by the Institute of Inspections, Cleaning, and Restoration Certification.

Stacy Justice

Stacy Justice

Co-Founder, CEO, President

Stacy is a Norfolk, Virginia native and started the corporation with her husband soon after graduation from Old Dominion University in 1985. She runs the business side of Bluewater Restoration while keeping up with her certification skills and a double Master Restorer for Water (WRT) and Fire (FRST) as well as certified in mold restoration. Furthermore, Stacy holds the commercial license for General Contractor – Builder Class for Bluewater Restoration for both North Carolina and Virginia.

Stacy’s role focuses her on HR, accounting, marketing, and training. She is not averse to any “dirty” job required to get the work done, but she mainly handles the administration of the business.  Education is one of her passions and she goes to great lengths to educate, develop, and encourage her workforce so that they are highly qualified, certified, and a workforce dedicated to serving our region with pride.

Tara Bernheisel

Tara Bernheisel

General Manager

Tara’s unique experience level of compassionate service and logistical specialty demonstrates her deep commitment to helping those facing catastrophic situations. Her character shines through all her “missions” with customers in need as she both deeply cares about their distress and how to best approach the solution.  Tara joined Bluewater Restoration in 2013 and is a well-respected team leader with a diverse background who is highly certified in the restoration industry.

Raised in central Pennsylvania, Tara enlisted in the PA Army Reserves at the age of 17 as a carpentry masonry specialist where she learned the fundamentals of construction and remodeling. She soon committed to active-duty Army and was stationed in the Southern Command support battalion where she engaged in humanitarian missions including working with three major refugee camps. Tara joined the NC national guard where she served as a logistics specialist prior to transitioning to the global restoration and indoor environmental industry, traveling 4 years both domestically and internationally to help people and businesses cope with emergency disasters.

Laurie Locklear

Estimator Project Manager

Laurie gained years of experience in construction via the cabinet industry before joining the Bluewater team in 2008. Laurie’s common-sense approach, combined experiences and eye for detail has placed her into the Estimator  Project Manager position. She is a very hands-on person whose compassion really shines through as she gently guides people through difficult and confusing insurance claims. She holds 9 IICRC Certifications as a Journeyman in Textiles, Water damage, Fire, Smoke, Odor and is our Lead Microbial Technician.

Born and raised in Rhode Island, Laurie graduated from Burrillville High School in 1986 and relocated to Northeast North Carolina in 1991.  She and her family love to camp, hunt, and play outdoors.

Marshall White

Marshall White

Project Manager

After graduating college, Marshall’s professional career spanned the environmental, property management, and construction fields. His natural workmanship ability and human relations skills served him well in all aspects of the construction industry, from municipality infrastructure, commercial and residential construction. Marshall joined the Bluewater team in 2018 as a Project Manager where he currently holds certifications in Water Damage Restoration and Applied structural Drying from the IICRC. Marshall is a secret weapon at Bluewater Restoration and is known to possess a talent for cabinetry and fine craftsmanship.

Marshall is a wonderful, kind, and thoughtful individual who is a blessing on many levels to have working on your project. Once you speak to him, you gather by his gentlemanly demeanor and southern drawl that he is a native of northeastern North Carolina. He had a wonderful early life because he grew up in the farmland and fields of our great state hunting, fishing, and wood working. Marshall is married to Susan and they have two beautiful children.

Donna Lawrence

Administrative Assistant

Donna hails from Midlothian, VA, studied microcomputer management at Commonwealth College, and entered the work force dispatching field personnel and fleet vehicles in construction trades. Providing the frontline voice of operations, Donna has a strong organizational understanding of the needs of construction materials delivery and service work dispatching. Whether by phone, email, or face to face, she offers professional client support while implementing and maintaining a positive solution-based attitude. Donna joined Bluewater Restoration in 2020 bringing with her more than 20 years in executive office experience, skills, and enthusiasm.

In her spare time, Donna and her husband enjoy spending weekends on the golf course. Donna also volunteers her time by joining in The Virginia Home’s Annual Walk and Roll which is held in the spring. The proceeds help to support The Virginia Home residents with irreversible disabilities participate in a 5K around Byrd Park in Richmond, VA.
